A $2.2 billion federal outreach program across twenty-seven states & two territories.

USDA allocated $2.2B under Section 22007 of the Inflation Reduction Act to support farmers, ranchers, & forest landowners who faced discrimination in USDA lending programs. Windsor Group LLC was awarded execution across 27 states east of the Mississippi, plus Puerto Rico & the U.S. Virgin Islands, on a tight deadline.

Windsor held the prime contract. MB joined the team as the creative & digital subcontractor, leading strategic marketing & multichannel outreach. We built culturally relevant messaging in multiple languages, deployed multi-channel advertising, designed program materials & event collateral, coordinated with government agencies & community organizations, & supported Section 508 accessibility across program materials.

Nearly 1,000,000 ad impressions & 22,500 direct digital engagements, on a $50,000 digital advertising budget.

You need cleared personnel.

We do not hold facility clearances or provide cleared staff. If your program requires Secret or higher, we're not it — we'll refer you to someone who is.

You need work performed in classified environments.

Our workflows & deliverables are unclassified by design. We build capability & marketing assets, not classified deliverables.

You need a firm on a specific GSA schedule or GWAC.

We are not on the GSA MAS or any GWAC as a direct schedule holder. We team through primes who are.

What federal buyers actually ask.

How does MB handle set-aside work?
MB supports set-aside contractors (WOSB, SDVOSB, 8(a), HUBZone) as a subcontractor or teaming partner. We understand certification positioning & how buyers evaluate the mix. We are not ourselves a certified small business, but we team with them regularly.
Do you handle ADA 508 & WCAG?
Yes, as a production practice. We build federal materials with Section 508 accessibility support from the start, across print, digital, video, & event collateral, as we did for USDA DFAP. What we do not do is certified 508 or WCAG audit sign-off. If your contract requires signed certification, we team with a certified compliance auditor & plan that partner into scope up front.
What about multilingual campaigns?
We deliver in English, Spanish, & can support additional languages via vetted translation partners. USDA DFAP required multilingual outreach to reach diverse hard-to-serve populations across 27 states.
Can you support a 90-day sprint or a 2-year IDIQ?
Both. We've delivered federal programs on 90-day timelines (USDA DFAP had aggressive deadlines) & we support ongoing multi-year engagements. Scope is fit to the pursuit.
How is billing structured?
Work is scoped and estimated up front, then billed the way that fits the engagement: project, retainer, or hourly. Larger engagements split into milestones.
What about past-performance documentation?
Included in every engagement closeout. Final report, deliverable archive, & past-performance narrative you can drop into your next pursuit's teaming section.
Where are you based & how do you communicate?
DC / Detroit, working nationwide. Standing weekly check-in with your team. Written progress reports every Friday. Phone, virtual meetings, or LinkedIn DM — whatever fits your workflow.
